Combine whole wheat flour, salt, semolina, and oil together until crumbly. Add in water just until dough forms. Make into 1 1/2" rounds, and fry until golden.
In two separate bowls, make mint chutney and mango chutney by pureeing or stirring the mixtures together.
Layer the rounds in the bottom of a plate, top with potato pieces, chickpeas, curd, chutney's, and mint leaves or onion to garnish.
