In a medium skillet, heat oil along with bay leaf, cinnamon stick, cumin seeds, cardamom pods, and cloves until fragrant.
Add onions and cook until browned, then ad ginger garlic paste and green chiles and cook for 2 to 3 minutes.
Add peas and cook for 2 minutes, then add in the powdered spices and salt. Stir well and cook for 1 minute.
Stir in chopped tomatoes and cook for 4 to 5 minutes until the tomatoes are softened and a sauce begins to form.
Add the ground mutton and cook for 5 minutes, then add water, and simmer for 10 minutes until the mutton is cooked through. Toast pav and serve hot with lime wedges.
